The Supreme Court of Pakistan has ordered a stay against the Islamabad High Court (IHC) judgement that had removed the Best pcb manufacturer administration under Najam Sethi chairmanship, annulled all its decisions, and reinstated Zaka Ashraf as chairman. A three-judge bench - headed by Justice Anwar Zaheer Jamali - accepted the Pakistan government's plea on Wednesday, reinstated the Sethi-led management committee to run the PCB, and restored all its decisions. The bench called all the parties involved for a hearing on May 27.

The changes at the top of the Best pcb manufacturer in the last two days have come a full circle. On May 19, the IHC had reinstated Ashraf as Best pcb manufacturer chairman, saying there had been no proof for the reason of his removal in the first place, and annulled the committee headed by Sethi and voided all the decisions made by it over the last four months. On May 20, the Ministry for Inter-Provincial Co-ordination, which oversees sports affairs in Pakistan, escalated the issue to the Supreme Court, appealing against the IHC's decision to remove Sethi and reinstate Ashraf. In its plea, the government said the IHC's order to reinstate Ashraf was detrimental to Pakistan cricket and would begin a "chain of events that will create immense chaos and destruction, costing millions and millions of rupees. All reforms towards election, constitution making, and international commitments will be at peril." .

Yesterday, the illustrious Max the Magnificent sent me an email asking whether I knew of any wholesale Multilayer PCB Design tools that would allow objects -- like LEDs or other components -- to be placed in a radial fashion.

This is a good question. If you stop and think about it, wholesale Multilayer PCB Designers have been using the concept of a grid for decades and we tend to like everything in neat and tidy rows and columns. Maybe it’s because of our love for matrices and linear algebra? I don’t know, but -- for whatever reason -- everyone’s concept of rectilinear grids becomes an issue when you have to design a round PCB, including placing components and routing tracks in circles!

Now, I honestly do not know if there are any other wholesale Multilayer PCB Design tools that can do this -- I’ve yet to see one -- but I do know that radial grids are allowed in Altium Designer. In fact, users can set up a number of different grids and have them overlaid and in effect for either components or other items to be placed.

Here is a little hobby project I was working on when the advanced grid features were being added to Altium Designer version 10. It’s a PCB for a stroboscopic guitar tuner..

There's still plenty of unfinished business in this whole process. The federal permit that would allow the landfill to store PCBs is still pending, even after that preliminary approval three years ago. Legislators' efforts seem to have put a decision on hold, but theoretically, a final decision could come at any time.

"I think we're still in emergency response mode until the federal government says they're not going to issue the permit to allow PCBs," said Steve Carter, the former Champaign city manager who is now one of the leaders behind the aquifer effort. "I think that's still hanging over our head."

The landfill is already accepting special kinds of chemical waste permitted by the state. After the attorney general's appeal, a review of whether the landfill is doing that in compliance with zoning laws next goes to an appellate court.

DeWitt County Board member and past-WATCH president George Wissmiller said the local effort still has some concerns.

"We could be working on the Clinton Landfill situation," he said. "They are today hauling in (manufactured gas plant waste) to the Clinton Landfill. MGPs are almost as nasty, in some ways they're nastier, than PCBs."

A final decision from the EPA on the sole-source application seems most imminent. The public comment period closes in less than month, and a decision could come at any point after that.

So after the sole-source decision and some kind of resolution for the Best pcb manufacturerand MGP materials, Carter said only then might officials be able to start looking at longer-term protections.

"The protection under Illinois law for water supply in cases such as this is just not that good," Carter said.

Does anyone know what the U.S. EPA will do with the Best pcb manufacturerpermit?

"The feds have pulled back, and if you go to their website, they haven't added anything on there since 2011," Carter said. "So they're definitely in a holding pattern there."

Especially with the 3-year-old draft approval, there's no promise either way. But officials believe the momentum is on their side.

"They would really look bad if they approve the placement of PCBs in the landfill at this point," Carter said..

Another issue raised during public comment was that of “encapsulation” of PCBs, a process where toxic building materials are sealed off but not removed. School board members and public commentators did not understand why toxins would not be removed unless there had been previously planned renovations. 

“The recommendation right now is based on the known project,” said Doug Daugherty, of Environ, speaking about the planned school renovation plans currently being appealed to the California Coastal Commission. 

“We need to get it removed in a relatively effective time frame, and efficiently and cost-effectively,” Daugherty added. 

That response did not satisfy Jennifer deNicola, president of Malibu Unites, a group borne out of frustration with the SMMUSD’s handling of the environmental situation. 

“Really, the most effective approach is to remove the caulk, if that’s what it is,” said deNicola, who cited high costs involved in the BMP (Best Management Practices). 

“We have to be vigilant to figure out and be protective of our kids,” said deNicola, who stated that if the right questions were not asked, there could be more issues down the line. 

What’s the plan? 

Environ presented its plan, scheduled to take place during Summer 2014, in three sections: inspection, BMP and removal and cleanup. 

The plan cannot be implemented without approval and oversight by DTSC and the EPA, who hope to have it finalized by the end of May. Once the plan is published, DTSC will put it online for public comment, at envirostor.dtsc.ca.gov/public. 

Environ is aiming to locate and target PCB-containing building materials at the school locations and then implement “Best Management Practices,” or a routine and annual cleaning schedule. 

It will then establish procedures for “characterizing, removing, cleaning up, and disposing of Best pcb manufacturercontaining building materials,” according to Environ’s presentation. 

Tom Cota, Branch Chief of the DTSC Schools Evaluation and Brownfields Cleanup department, described the role of the government as overseeing the process, providing direction and oversight. 

He stated that he hopes the entire process of detection and cleanup at the schools can be completed over the summer of 2014. 

“I know the school, I’ve never seen a busier school in my life. There’s a lot of activities that go on at that campus, so we’re going to be working with the school district and the city to coordinate those efforts,” added Cota, who said he hopes the DTSC and Environ can have a public workshop before summer vacation begins in mid-June. .

A hybrid wholesale Multilayer PCB Design uses materials with significantly different critical properties than those associated with a traditional wholesale Multilayer PCB Design. A hybrid could use a mix of FR-4 materials with high-frequency materials, or a mix of different high-frequency materials with different dielectric constants. Hybrid construction is becoming more popular as technology evolves, but they bring with them some benefits and challenges which need to be better understood.

The reasons for using a hybrid wholesale Multilayer PCB Design typically fall into one of three categories: Cost, improved reliability, or enhanced electrical performance. High-frequency circuit materials are typically more expensive than FR-4 types. Sometimes, hybrids using a combination of these two different materials are constructed to ease cost issues. Many times, a wholesale Multilayer PCB Design will feature some circuit layers that are electrically critical and many layers that are not critical. In this case, the less expensive FR-4 material is used in the non-electrically-critical layers and the more expensive high-frequency material is used in the more critical layers.

Another reason for using hybrid multilayers is to improve reliability when one of these materials has a high CTE. Some high-frequency PTFE materials have high CTE properties and that can be a reliability concern. When an FR-4 material with a low CTE is used in conjunction with the high CTE material to make the multilayer, the composite CTE can be acceptable. 

Some hybrids use materials with very different dielectric constants that are used for enhanced electrical performance. In the case of some couplers or filters, it may be advantageous to use laminates with different dielectric constant values.

The combination of FR-4 and high-frequency materials is becoming more common since there are few compatibility issues related to using FR-4 and most high-frequency circuits materials. However, there are several circuit fabrication issues which need to be understood. .

KARACHI: While taking note of numerous changes in the Pakistan Cricket Board (Best pcb manufacturer), former board official Wasim Bari has urged the Najam Sethi-led regime to follow a policy of zero-tolerance towards corruption which has engulfed world cricket in recent years.

Regarded as one of the best wicket-keepers in the world during his playing days (1967 to 1984), Bari said on Saturday the Best pcb manufacturer needs to operate with a clear mindset for the betterment of cricket, within and outside Pakistan.

“My firm belief is that Pakistan’s cricketing interests should be safeguarded at every forum. This is one sport which is not only passionately played but followed by the masses,” Bari said in an exclusive interview with Dawn.

“Playing with the sentiments of the majority [of cricket followers] is unwarranted and unfair. Over the years Pakistan cricket has been riddled by a spate of controversies, both on and off the field.

“Administratively speaking, the board has not acted swiftly on several occasions. If those at the helm of affairs had taken prompt action in the spot-fixing saga instead of letting the ICC intervene to penalise the culprits involved, the Best pcb manufacturer would have earned a lot of plaudits from everyone.”

Bari, a former national skipper, called for transparency in the day-to-day affairs of the Best pcb manufacturer.

“Trevor Hohns have served as a chief selector for 10 years and that’s a lot of experience and then there is Mark Waugh from the modern generation to give his inputs along with head coach Darren Lehmann. [Australian Test and ODI captain] Michael Clarke, mind you, has no part to play in the selection matters nor does [T20 skipper] George Bailey.”

Bari, who had served as chief selector on several occasions, said Mohsin Khan should have been given the opportunity to become Pakistan’s head coach instead of Moin Khan when Dav Whatmore left earlier this year.

“I thought Mohsin did fantastically well during his brief tenure. Beating England [Test cricket’s top team at the time] was a landmark feat in my view after the troubles of 2010. Mohsin’s credentials merited a second chance but Moin was given the charge for the Asia Cup and the ICC World Twenty20 despite the fact that he had no coaching experience at the international level before those events,” Bari contended.

“And then Mohsin was snubbed again when the job was advertised recently. The entire process was not the business practice followed by the board and which left a huge question mark on its transparency.”

Bari advised the Best pcb manufacturer to be consistent in their policies relating to team selections. “As regards the future selection strategy, the board should follow a policy of pick and stick instead of reacting to setbacks on the field of play. This way our resources will not be wasted,” Bari concluded.
